Former Billings restauranteur gets 10 years for rape [Video]

A former Billings restaurant manager was sentenced Friday to 10 years in prison for sexually terrorizing members of his staff.

Chien “Howard” Hwa Shen was assisting in running Wild Ginger and Carne Brazilian Grill when over a period of years he raped one woman, molested another and badgered several others for sex in exchange for cash. Eight women testified against Chen during his criminal case, three of whom returned to Yellowstone County District Court on Friday.

“It is my hope that sharing my story will not only bring justice,” testified one of the survivors, “but also ensure that no one else suffers in the same way. As a mother, I want to create a safer world for my children and for all individuals who could be victims of sexual harassment.”
