When Councilman Shawn Webber first joined the Oroville City Council, he realized that Oroville didn’t have a comprehensive paving plan, so he created the three-tier plan.

OROVILLE, Calif. – A lot of roads in Oroville need repairs, but they don’t need a full-payment remodel. 

For roads like Washington Avenue, they are considered tier-two projects. This is where contractors come out and repave the roads to make them smoother for drivers. It is all about deferred maintenance. 

When Councilman Shawn Webber first joined the Oroville City Council, he realized that Oroville didn’t have a comprehensive paving plan, so he created the three-tier plan. 

Tier one is the basic work done by public works; Tier two is medium-sized paving; and Tier three is full-on street modeling and engineering. 

Webber says tier three projects like the Highway 162 repair is leaving little money for tier-two projects and now the city needs to find alternative funding …
